60 FPS on 4k is almost impossible with any available rig. I'm mostly at 60 fps on 4k with an elderly but overclocked quad-core (3770k) and a GTX1080. Mostly ultra but reflections low quality, and I use the "Votan's Adaptive (Video-)Settings" add-on to keep the FPS high.
